The claim that a narrative is a dynamic assemblage of those memes infamously known as "talking points" holds true to a certain level of resolution; beyond it, it breaks down becuase the meme-gene analogy is imperfect. We can, uphold the merits of the claim, while simultaneously not taking it wholesale by identifying the reasons why the functional aspects entailed by concept of "meme" diverge from those of the natural replicator par excellence, the gene.
Pro-analogy:
The information contained in memes and genes can be copied and transferred from one host to another.
The quality of the replication process aims to be robust, since it 'seeks' to preserve information as integrally as possible.
Memes and genes compete against other specimens of their respective kind to maximize the number of their copies at the expense of copies of other members of their 'species'.
Memes and genes evolve in an 'ecology' teeming with factors that constrain and direct their evolution. The conjunction of ecological factors that drives genetic evolution is form what is known as "natural selection". In the case of memetic evolution, an 'filter' akin to natural seleciton arises from the conjunction of factors like technologies of information, historical events, political movements, etc.
Anti-analogy:
The copying process through which genes replicate is much more robust than that through which memes replicate.
The information in a gene propagates because the physical structure of a gene is itself replicated during the copying process. In contrast, the physical substrate in which the information of a meme is coded, a portion of a neuronal network, remains singular after the information in it has been passed by means of communication.
Since the essence of the meme is almost entirely informational, its integrity depends on aspects of the host with which genes are unencumbered. Especifically, previous information stored 'in the head' of the host can affect the integrity of the received meme in extreme ways, even up to the point of 'destroying' it by a process of refutation. There are no analogous processes by which hosts can alter the structure of genes.
Memetic evolution can be thwarted and meddled with in a way that genetic evolution cannot. The former is driven by memetic selection, which given its nature, is much more prone to being affected by top-down processes than its natural counterpart. Trends, ideologies, intellectual revolutions, and other socio-cultural phenomena are factors that can originate from the minds of a handful of agents and exert large scale and directed effects in the way memetic selection drives memetic evolution.
Individual hosts have powerful and tools to resist the spread of memetic propagation, while they have less alternatives to intervene in the propagation of their own genes, and those they have are rather extreme (celibacy, suicide...). An individual ultimately must choose whether they want to host a meme or not; then they also need to decide whether they want to spread it or not.
Even with those and more discrepancies between memes, genes, and their evolutionary processes, there's still little doubt that ideas tend to preseve themselves and spread through populations. In particular, it is an empirical fact that "talking points" are informational units with outstanding memetic fitness and structural integrity. That fact alone gives significant currency to the idea that narratives can be seen as memeplexes of persuasion built on a backbone of talking points.
